The term "frozen conflicts" is used to indicate that violent altercations between sovereign, self-constituted states have lead to a frequently unstable cease-fire or have been "frozen". In recent years such "frozen conflicts" have arisen predominantly in areas under the influence of Russia.

Two important digital source collections will be available as of now for library users on two very topical conflicts of this type in Eastern Ukraine and in South Ossetia. The "Donetsk and Luhansk Newspaper Collection" includes ten newspapers from Eastern Ukraine from the time between 2013 and 2015, thus giving an insight into the situation inside the two self-constituted "People's Republics". The collection "South Ossetia Presidential Election, 2011 – 2012" documents the domestic politics of the "Republic of South Ossetia" split from Georgia and leaning politically towards Russia. It contains digitized ephemera (posters, flyers, election campaign newspapers, etc.) on the presidential elections conducted in the puppet state in the Caucasus in 2011, which were repeated in 2012 due to inconsistencies.

Both collections are available in the form of national licenses and are thus freely accessible Germany-wide and also at German institutes abroad. The licensing was achieved with the support of the German Research Foundation (DFG) within the scope of the Specialised Information Service for Russian, East and Southeast European Studies at the Bayerische Staatsbibliothek.
